Work on that has begun and must be significantly progressed in November, covering issues such as how different countries at different points in their development report on progress and in ways that are verifiable for all to see.Adapting to climate change is going to be critical too – even if all the ambition enshrined in the Paris Agreement is met, the world will still have climatic impacts as a result of pollution already accumulated in the atmosphere.Marrakech must develop more robust and responsive policies and institutions that truly help developing countries build the necessary resilience.Marrakech needs to also embrace ever greater action and ambition from what are termed non-party stakeholders – cities, regions, territories and states to companies and investors.By Paris, over 11,000 commitments had been registered in the UNFCCC-managed portal called NAZCA – Non-State Actor Zone for Climate Action.Many of these, ranging from commitments to source 100 per cent electricity from renewable resources by companies like IKEA to Unilever and others’ efforts to reduce deforestation across supply chains, have been made by European or North American enterprises.In Morocco we look forward to many more investors, companies and indeed cities from the developing world becoming engaged in support of the new global agreement.And then there is finance, perhaps the most important and challenging part of the jigsaw puzzle. Developed countries have pledged to provide developing countries with US$100 billion by 2020.In Marrakech, the Standing Committee on Finance, linked to the UNFCCC, will provide their assessment as to how financial flows are building in countries, between countries and from the North to the South.I am confident that their report will underline that flows for climate finance are building towards the US$100 billion pledge and that record levels of investment generally are on the move.But this can only be a start – by some estimates US$5 to US$7 trillion of annual investment needs to shift into the sustainability space if Paris, let alone the SDGs, are to be realized.The fact is that the kind of transformation the world 014 FOREWORD
